Essential Functions Serve as the Chief Transformation Officer, building and leading a high‑performing strategic team dedicated to advancing the department’s mission. Collaborate with department leaders to ensure alignment of strategic efforts across programmatic areas. Act as a liaison with local health departments, hospitals, health systems, non‑governmental organizations, and other state agencies regarding the Director’s priorities and the department’s public health policies. Proactively assess and mitigate risks to strategic goals, including policy changes, budget constraints, and public health emergencies. Lead or assist in crisis response planning to address emerging health challenges. Perform other duties as required or assigned, reasonably within the scope of the duties enumerated above. Minimum Requirements Four (4) years of college education. Four (4) years of progressively responsible administrative experience in a public or business organization. Preferred Qualifications Five (5) or more years of progressively responsible supervisory experience. Three (3) or more years as a member of a senior leadership team. Master’s degree in social work, public administration, or public health. Strong knowledge of the department’s programs, service objectives, activities, and operational systems. Four (4) years of experience in proposing, developing, and monitoring budgets. Excellent judgement, discretion, and policy implementation skills. Four (4) years of effective written and verbal communication experience. Two (2) years of experience establishing and maintaining cooperative working relationships with stakeholders on health promotion issues. Conditions of Employment Requires travel in the performance of duties. Requires a valid driver’s license. Must be aware of and comply with revolving door restrictions under 5 ILCS 430/5‑45. Must file a Statement of Economic Interest and related supplemental statements as required by Illinois law. Other conditions of employment are incorporated into the job duties as appropriate.
